FCC Forms 620 & 621 and NEPA Compliance for Proposed Cellular, Radio & Television Broadcast Towers

AAI conducts Phase 1, 2 & 3 Environmental Site Assessments, limited asbestos & lead-based paint surveys, the Section 106 process, including: FCC Forms 620 & 621; Cultural Resource Assessments, Biological Assessments, and all other NEPA-related documentation for proposed cellular tower and equipment installations. We also perform these studies for proposed television and radio broadcast towers.

Having completed these reports on over 1,200 sites throughout the country, AAI is considered to be one of the leaders in this field. Our extensive experience on every type of conceivable installation helps us to make appropriate recommendations in order to expedite the process of receiving appropriate approvals and/or mitigate problems that can be encountered prior to construction.

Our team of professionals works together to assure that we stay on schedule in order to help our clients meet their construction deadlines. In some cases where further studies or documentation are required, we pursue the most economical and practical methods to assure the ecological and cultural balance that is required in today's world.

FCC Form 620

By conducting a Phase 1 Environmental Site Assessment on a proposed cellular, radio or broadcast tower site, we determine if there is existing or potential contamination at a site. Discovery of this type of contamination is essential prior to construction in order to protect the equipment owner and operator from future liability, as well as, to prevent any deterioration of equipment due to hazardous materials. We also have to make sure that the equipment does not have to be deconstructed due to future cleanups or remediation in the area of the equipment installation.

FCC Form 620 and 621

AAI assures the appropriate consultations and approvals are received from State Historic Preservation Offices (SHPO) and Tribal Historic Preservation Offices (THPO), which require Cultural Resource reports, Native American Tribe consultations and historic site protection measures. We complete FCC Form 620 or 621 with all of the appropriate attachments and submit to SHPO for approval prior to commencement of construction.

Additionally, we perform a limited biological assessment initially to determine if endangered species habitat, wetlands, scenic trails or other protected lands may be impacted by the proposed installations. In some cases agency consultations are needed for sites that are essential to achieve broadcast coverage.

We have completed these services on a wide variety of installations ranging from new tower builds on undeveloped land to antennae on building rooftops to antennae farms on mountaintop locations to installations on water tanks to co-locations on existing towers.

We believe there is a practical balance with economic growth and ecological protection that can be acheived through hard work and sustainable growth.
